DMM Advisory - Consumer Price Index
From a DMM Advisory today, Mailing Services prices that will be announced in February (for implementation in May) will likely be based on CPI data through December 08. See the Postal Regulatory Commission spreadsheet here

What this means is that the December value of 3.8% will be the cap value for any pricing adjustments to come for the mid-May annual USPS price changes.
