New PRC Chair
President Obama announced that he will designate Ruth Y. Goldway, currently serving as a Commissioner on the Postal Regulatory Commission, as Chair of the Postal Regulatory Commission.
President Obama said, “I am grateful that such distinguished and capable individuals have chosen to serve in my administration at this crucial moment in our nation’s history. As we work to strengthen our nation at home and abroad, I am confident that they will be valuable additions to my administration and I look forward to working with them in the months and years ahead.”
“Summer Sale”
Per a posting at Postcom.org, the USPS Board of Governors has authorized Postal management to proceed with the filing of the proposed Summer Sale incentive program. Stay tuned.

DMM Advisory - Consumer Price Index
From a DMM Advisory today, Mailing Services prices that will be announced in February (for implementation in May) will likely be based on CPI data through December 08. See the Postal Regulatory Commission spreadsheet here

What this means is that the December value of 3.8% will be the cap value for any pricing adjustments to come for the mid-May annual USPS price changes.
DMM Advisory - Shipping Prices
Now that the USPS web services for shipping seems to be back online, the USPS today sent out a DMM Advisory regarding the pricing “changes” (their word, changes - does anybody really think that these “changes” could be anything but increases?)
The Postal Regulatory Commission yesterday verified that the new prices are in keeping with the Postal Act of 2006, which clears the way for implementation.
Materials such as price charts, downloadable pricing files, Federal Register information, etc. can be accessed from usps.com/prices. These new prices go into effect January 18, 2009.

One of the major features of the Postal Accountability and Enhancement Act of 2006 has to do with the requirement that the USPS begin to measure and publicly report on its service performance for all market dominant products. That law directs that external measurement systems be used unless alternate systems are approved by the PRC
This order reviews the USPS request to use both external and internal service measurement systems, and public comment on that proposal. The USPS proposes to use a combination of external data and internal data that will be provided by Intelligent Mail.
